01Document with context +
The intended intake would distinguish an account from supporting material, preserve chronology and explain how each item relates to the experience.
02Minimize exposure +
Privacy, redaction and access controls need to be designed and independently assessed before any sensitive information is collected.
03Review the evidence +
A review process would examine source quality, contradictions and uncertainty. A submitted allegation would never automatically become a public claim.
04Look for patterns +
Only appropriately reviewed and contextualized information could inform broader analysis, with clear limits on what that analysis establishes.
